Little Falls, NJ — September 25, 2025 — In a move that bolsters the capabilities of its leading Real Estate, Land Use, and Public Practices, Scarinci Hollenbeck, LLC has added Joseph DeMarco as Partner. DeMarco is a veteran attorney and municipal administrator with significant experience leading complex, large-scale development projects.
Scarinci Hollenbeck also welcomes two associate attorneys, Jessica R. Dietz and Daniel Tokarz. The additions bolster the firm’s capabilities across several key practice areas, including Litigation, Public, and Education Law.
DeMarco brings a unique perspective to the firm’s clients, with more than twenty years of experience serving public and private entities. As Somerset County Counsel and former municipal administrator for Bayonne and West New York, he has been directly involved in the redevelopment and governance issues that shape New Jersey communities. At the same time, he has represented private developers, investors, and businesses in land use, real estate transactions, and regulatory compliance. This dual background allows him to anticipate challenges, navigate local politics, and deliver practical solutions for projects of any scale.
As a partner at Scarinci Hollenbeck, DeMarco will advise clients on complex real estate transactions with a particular focus on redevelopment initiatives. He is well-versed in all facets of the process, from negotiating financial and redevelopment agreements to securing zoning and planning approvals and guiding projects through execution.

In addition to DeMarco, the firm recently welcomed Partner Ryan Miller and his team of three attorneys to the New York real estate and litigation groups, further strengthening its depth across litigation, redevelopment, zoning, and land use matters. With this momentum, the addition of a partner of DeMarco’s caliber further solidifies Scarinci Hollenbeck’s position as one of the region’s premier real estate law teams.
In addition to DeMarco joining, the firm recently added two associates to its Little Falls, NJ office, Jessica R. Dietz and Daniel Tokarz. Tokarz has joined the firm’s Litigation Department, where he will advise clients on civil litigation matters ranging from contract disputes to real estate litigation. Meanwhile, Dietz is the latest member of the firm’s Public Law and Education Law Departments, handling a broad spectrum of matters on behalf of New Jersey public entities, including school boards, municipalities, and administrators.
