Bio Overview
Joseph “Joe” DeMarco, a seasoned attorney with more than three decades of legal experience, devotes his practice to complex land use issues. Having also served as a municipal administrator, he brings a wealth of practical experience and industry insight to real estate and development matters, representing both municipal governments as redevelopment counsel and private clients in negotiations with public entities.

Joe DeMarco is a Partner in Scarinci Hollenbeck’s Commercial Real Estate group. He devotes his practice to complex land use matters, with extensive experience redevelopment, zoning, and permitting.
Leveraging the invaluable insight gained working for and advising New Jersey municipalities, Joe represents both public and private clients. He provides practical and strategic guidance, helping clients navigate real estate transactions and development projects from concept to completion.
Joe currently serves as County Counsel for Somerset County, New Jersey, where he manages all legal matters for the county. He also serves as Borough attorney for Roselle Park, New Jersey, and redevelopment counsel for South Bound Brook, New Jersey.
Joe previously served as the Business Administrator for the City of Bayonne for four years and as the Business Administrator and Assistant Town Attorney for West New York for three years. In these positions, he managed the day-to-day operations of the cities, including negotiating and drafting redevelopment and financial agreements, overseeing updates to master plans, leading zoning and planning departments, and formulating long-term redevelopment strategies.
Additionally, Joe has experience in dispute resolution as a professional for Forthright Solutions, where he resolved personal injury protection (PIP) claims filed by medical providers and individuals. He also practiced insurance coverage and defense litigation as an associate at Cleary Giacobbe Alfieri Jacobs from 1994 to 2001.
