Scarinci Hollenbeck, LLC is proud to announce that Donald Scarinci, Founding & Managing Partner, Donald M. Pepe, Partner of the firm’s Commercial Real Estate Department, and Mark A. Tabakin, Partner in the firm’s Public Law Practice Group, were all named to the NJBIZ 2026 Law Power 50 list.
The list recognizes legal professionals who keep their organizations on a prosperous path and help develop the next generation of leaders. This is the sixth year in a row that Donald Scarinci has been included on NJBIZ’s list of the state’s top lawyers.

Donald Scarinci, the Founding Partner of Scarinci Hollenbeck, is well known for his work in Municipal Law, School Law, Business, and Real Estate. He has represented some of the largest municipalities and counties in New Jersey, as well as numerous planning and zoning boards, economic development authorities, school boards, utility authorities, colleges, hospitals, and other public entities at all levels of municipal, county, regional, and state government.
Donald M. Pepe, is a prominent figure in New Jersey’s real estate industry, especially in Hudson County, where he has spent several years actively involved in the redevelopment of Jersey City’s Gold Coast, including significant contributions in Jersey City, Hoboken, Bayonne, and Fort Lee.
Most recently, Don secured Journal Square land use approvals for a transformative 55-story mixed-use development in Jersey City, an 840-unit tower that will deliver affordable housing, a national grocery tenant, and dedicated public space to one of the city’s fastest-evolving neighborhoods.
Mark Tabakin is a Partner at Scarinci Hollenbeck, joining the firm in 2026 along with his team, strengthening the firm’s Labor & Employment, Litigation, Land Use, and Environmental practices for both private- and public-sector clients. He counsels employers and public entities across New Jersey on a wide range of workplace and litigation matters.
Mark has built a statewide reputation for his work advising businesses, municipalities, and other organizations on complex legal challenges, advancing the firm’s growing presence throughout New Jersey.
