Donald Scarinci

Donald Scarinci, the Founding Partner of Scarinci Hollenbeck, is well known for his work in Municipal Law, School Law, Business, and Real Estate. He has represented some of the largest municipalities and counties in New Jersey, as well as numerous planning and zoning boards, economic development authorities, school boards, utility authorities, colleges, hospitals, and other public entities at all levels of municipal, county, regional, and state government.

In addition, he writes and lectures extensively about Constitutional Law and edits the award-winning Constitutional Law Reporter. He also maintains the NJ Government and Law website, as well as a popular column on NJ Globe.

Donald M. Pepe

Donald M. Pepe, is a prominent figure in New Jersey’s real estate industry, especially in Hudson County, where he has spent several years actively involved in the redevelopment of Jersey City’s Gold Coast, including significant contributions in Jersey City, Hoboken, Bayonne, and Fort Lee.

Don devotes his practice to all aspects of complex real estate development and real estate transactional work with an emphasis on retail and residential development.

Most recently, Don secured Journal Square land use approvals for a transformative 55-story mixed-use development in Jersey City, an 840-unit tower that will deliver affordable housing, a national grocery tenant, and dedicated public space to one of the city’s fastest-evolving neighborhoods.
