Biography

Mark A. Tabakin is an attorney in Scarinci Hollenbeck’s Public Law Practice Group, where he focuses his practice on labor, employment, regulatory, and public sector matters.

He draws on his legal, financial, and business experience to help clients place legal issues within a broader business context and make informed decisions regarding operations and strategy. Mark works closely with executives, boards, and public officials, communicating complex legal issues in practical terms.

Mark represents both public and private sector employers on policy matters, contract administration, and employer-employee relationships. He has extensive experience representing municipalities, independent authorities, and boards of education in all facets of their operations, including governance, employment and labor matters, and collective bargaining. Mark has served as general counsel, special counsel, education counsel, labor counsel, and negotiator for public entities throughout New Jersey, and regularly represents clients at the bargaining table and before administrative agencies and arbitrators.

Mark regularly litigates in both state and federal courts. His practice includes appearances before the U.S. Equal Employment Opportunity Commission, the National Labor Relations Board, and numerous New Jersey state agencies, including the Public Employment Relations Commission, Division on Civil Rights, Election Law Enforcement Commission, Department of Education, Office of Administrative Law, Civil Service Commission, Division of Pensions, and School Ethics Commission. He has also defended public and private entities and individuals in matters involving employment, discrimination, premises liability, insurance coverage, and civil rights.

In addition, Mark advises clients on political campaign law matters, including state and local “pay-to-play” issues, political contribution rights, and disclosure obligations.

Prior to joining the firm, Mark worked at the University of Pennsylvania, where he served as Senior Legal and Business Advisor to the Education Entrepreneurship Master’s Program. In that role, he provided guidance to a graduate program focused on the intersection of education, business, and entrepreneurship.
