The promotions, effective January 1, 2023, include one new partner, William C. Sullivan, Jr., and one new senior associate, Samantha L. Blake. The firm congratulates both attorneys for their continued growth, hard work, and commitment to professional excellence.
William C. Sullivan, Jr. has been with the firm since 2003. He serves as Chair of the firm’s Environmental Law section. He concentrates his practice in the areas of environmental law, land use law, redevelopment law, and renewable energy law. Mr. Sullivan’s practice includes the representation of clients with respect to a wide variety of land use and redevelopment projects, energy infrastructure projects, environmental permitting and compliance, site remediation, and related litigation throughout New Jersey. He also represents municipal planning boards, zoning boards of adjustment, and historic preservation commissions. He is a board member of the Meadowlands Chamber of Commerce and is well-recognized as an expert in the nuances of compliance with NJDEP and New Jersey Sports and Exposition Authority regulations, making him a go-to attorney for environmental, land use, or redevelopment projects in the Meadowlands Region.

Samantha L. Blake is a member of Scarinci Hollenbeck’s public law practice group, where she focuses her practice on the representation of public sector and municipal clients in various labor & employment matters including disciplinary hearings, grievance arbitrations, and labor negotiations. Her practice additionally focuses on municipal government matters including preparation of various municipal government meeting agenda items such as drafting resolutions and ordinances and working with local building departments responsible for the enforcement of the State Uniform Construction Code Act. Ms. Blake also works with both public and private sector clients on a broad range of civil litigation matters.
