Blank, formerly of Schwartz Simon Edelstein & Celso in Whippany. Messrs. Geppert and Blank, who join the firm’s Public Law Practice Group, provide legal guidance on a full spectrum of education and public law issues, including board governance, tenure, OPRA requests, bullying, student discipline and residency, bidding and procurement procedures, vendor contracts, construction, teacher discipline, building committees and budget referendums.
John G. Geppert, who represents private and public clients in labor and employment matters, has built a solid reputation as one of the New Jersey’s top school law attorneys. Well-liked and highly regarded, Mr. Geppert has devoted much of his career to education law, working closely with school districts and school boards in all facets of education law and related areas. He serves as general counsel to many boards of education throughout New Jersey. At Scarinci Hollenbeck, Mr. Geppert has become Chair of the firm’s Public Law Group, replacing Sheri Siegelbaum who retired at the end of last year. Additionally, he is the new editor for the Government and Law Blog (www.governmentandlaw.com) which features news, observations, and analysis for local government matters. Among his many honors and distinctions, he is Chairman of the New Jersey Bar Association’s School Law Committee and Past President of the New Jersey Association of School Attorneys.
David L. Blank represents private and public clients in matters involving construction, surety law, and procurement and public contracting. He has extensive experience in all aspects of public bidding and procurement, including the drafting and reviewing of bid documents, requests for proposals and contracts, and the ever-changing field of procurement law. Mr. Blank also has significant experience assisting with the closeout of construction projects, and dealing with defaulting contractors and surety companies. Additionally, he works with clients on energy savings and renewable energy projects, with a particular emphasis on photovoltaic projects and power purchase agreements.
