David L. Blank advises and represents private and public clients in matters involving construction and public contracting, encompassing public bidding and professional services, and surety law. He has extensive experience with all aspects of public bidding and procurement, including preparing bids and construction documents, for both public and private entities.
Throughout his career, Mr. Blank has been involved in every phase of the construction project planning process, including bidding, negotiation, local planning and zoning approvals, contract preparation, project management and close-out. He also assists clients with their retention of professionals, including architects, engineers, and construction managers. Such services include the negotiation and preparation of applicable professional contracts.
Mr. Blank also has significant experience assisting public and private entities with energy savings and renewable energy projects, with particular emphasis on Photovoltaic (“PV”) projects. He has been the lead attorney for public and private entities on PV projects that have been financed through Power Purchase Agreements (“PPA”) and bond issuances. He has successfully drafted requests for proposals (“RFPs”) and bid documents for solar projects, he has assisted public entities in their review and evaluation of submitted proposals and bids, and has contracted for the engineering, procurement and construction of such projects through PPAs or other contractual arrangements.
