Wendy Rubinstein Quiroga

Wendy Rubinstein Quiroga is a Partner at Scarinci Hollenbeck, LLC, where her practice crosses several disciplines spanning local government law, Mount Laurel affordable housing, environmental law, land use, planning and zoning law, and regulatory compliance matters. She routinely advises public and private clients on the legal and regulatory issues that shape how municipalities operate, develop, and protect their communities.

With extensive experience managing linear improvement projects, Wendy counsels clients on the Municipal Land Use Law, the Fair Housing Act, and the Local Public Contracts Law. Her work also encompasses real estate acquisitions, environmental permitting, industrial site transfers and cleanup, site remediation, historic preservation, tidelands, and open space matters, along with compliance with the Open Public Meetings Act and the Open Public Records Act.

She currently serves as legal counsel to several New Jersey municipalities, both as general counsel and as Special Counsel for Affordable Housing. Wendy also has substantial experience with open space acquisitions and diversions, having successfully navigated the regulatory processes for both the acquisition and diversion of Green Acres properties, as well as the acquisition of municipal, county, and State-owned properties.

Wendy is admitted to practice in New Jersey and Florida, as well as the United States District Court for the District of New Jersey and the United States Supreme Court. She earned her J.D. from the University of Florida, Levin College of Law, and holds a Master of Science in Resource Economics and a Bachelor of Arts in English, both from the University of Florida. She is fluent in Spanish and is an active member of the Florida Bar.

Outside of her legal practice, Wendy has served as a Board Member of the Hispanic Bar Association of New Jersey and as a Trustee of the Tenafly Nature Center.
