Nicholas R. Wall

Nicholas R. Wall focuses his practice on environmental, land use, and municipal law, representing public and private clients. He is a member of Scarinci Hollenbeck’s Public Law practice group. Also, he works with the firm’s Environmental and Land Use practice, bringing a combined perspective to clients navigating regulatory approval processes at the state and local level.

Environmental and Land Use Law

Nicholas advises developers, property owners, and other stakeholders on the land use, siting, and regulatory issues affecting energy and infrastructure projects. His work in this area addresses zoning classification, site control and lease structuring, interconnection and utility issues, and coordination across the multiple layers of state and local approval these projects require.

Municipal and Public Entity Representation

On the municipal side, Nicholas advises municipal clients on their obligations under New Jersey’s Mount Laurel doctrine, guiding public entities through fair share planning, regulatory compliance, and the structural changes brought by New Jersey’s 2024 affordable housing legislation. He also counsels public entities on labor and employment, redevelopment, and day-to-day compliance with state and federal regulations, advising on the legal questions that shape municipal governance and operations.

Private and Public Entity Litigation

Nicholas brings a well-rounded litigation background to his practice. Before focusing on public and environmental law, he gained substantive experience in complex civil litigation in state and federal courts. This foundation informs his approach to the contested proceedings that often arise in municipal and land-use matters. He also served as a Judicial Law Clerk to the Honorable William J. McGovern III, J.S.C., in the Morris/Sussex Vicinage of the Superior Court of New Jersey, where he worked across all phases of civil litigation and developed a strong command of New Jersey procedural and substantive law.

Earlier in his career, Nicholas completed legal internships with the New York Attorney General’s Organized Crime Task Force, the New York Department of State’s Utility Intervention Unit, and the New York State Department of Environmental Conservation, gaining firsthand experience in government operations and regulatory enforcement.

Nicholas is admitted to practice in New Jersey and New York. He earned his J.D. from Albany Law School in 2021 and his B.S. in Public Administration and Political Science from the University of Wisconsin–La Crosse in 2016.
