Biography
Margaret A. Miller is a Partner at Scarinci Hollenbeck, LLC, where she concentrates her practice in education law and labor and employment law. She represents boards of education in all aspects of special education and in tenure and employment matters, and advises public entities on the labor and personnel issues that shape day-to-day operations in New Jersey’s schools and municipalities.
Working closely with her clients, Margaret guides boards of education through every phase of special education litigation, from initial IEP meetings to mediation, due process, and federal appeal. She keeps the board’s goals and vision at the forefront while remaining mindful of budgetary and district constraints. Her approach is direct: whatever the board’s objective, she will fight to achieve it.
Beyond the education law arena, her practice extends to the full range of labor-related matters on behalf of public entities, including arbitrations, unfair practice proceedings, and disciplinary and termination appeals before the Civil Service Commission and other state agencies, including the Department of Education, the Public Employment Relations Commission, and the Division on Civil Rights.
Margaret is admitted to practice in New Jersey, the United States District Court for the District of New Jersey, and the United States Supreme Court. She earned her J.D. from Seton Hall University School of Law in 1998 and her B.A. from Rutgers University in 1995.
