Joseph F. Ranieri

Joseph F. Ranieri is a Counsel at Scarinci Hollenbeck, LLC whose practice has spanned decades of representing both local governments and developers in complex development and redevelopment projects throughout the State of New Jersey. His experience encompasses every phase of the redevelopment process, from agreement negotiations and land acquisition to eminent domain proceedings and project financing considerations. Over the years, numerous municipalities hosting redevelopment projects have come to rely on Joseph’s counsel and expertise.

His practice also extends to real property valuation matters, including all facets of tax appeal litigation. From the initial filing of a tax appeal complaint through negotiated settlements and trials before the Tax Court of New Jersey, Joseph’s understanding of local governmental tax policy is both insightful and practical, allowing him to guide clients efficiently through what can otherwise be a lengthy and technical process.

In addition, he has represented numerous local public housing authorities and other federally subsidized low-income housing developments as corporate and special counsel. Through this work, Joseph has become well versed in federal housing finance programs and the compliance obligations that accompany them. As an advocate for his public entity clients, he focuses on delivering counsel that is both cost-effective and responsive to the needs of the communities they serve.

Joseph is admitted to practice in New Jersey and the United States District Court for the District of New Jersey. He earned his J.D. from Pace University School of Law in 1991 and his B.S. from the State University of New York in 1988.
