Biography

Denis G. Murphy is a Partner in the firm’s Little Falls office, where he concentrates his practice on the representation of municipalities and other public entities. With nearly three decades of experience, Mr. Murphy serves as general counsel and special counsel to public entities throughout New Jersey, with a particular focus on election law and campaign finance.

Denis has built his career almost exclusively around the representation of public entities. He currently serves as General Counsel and Special Counsel to municipalities of all sizes, urban and suburban, advising clients on the day-to-day legal questions that arise in the exercise of governmental authority. His counsel is geared toward minimizing liability while safeguarding the legal rights of the public entities he serves.

Denis has extensive experience defending public entities in litigation across the state and federal courts of New Jersey, as well as before the New Jersey Office of Administrative Law. His litigation work covers civil rights claims of all kinds, Title 59 defense, Open Public Records Act (OPRA) and Open Public Meetings Act (OPMA) matters, planning and zoning disputes, and specialized litigation involving the proper exercise of governmental authority.

A significant portion of Denis’s practice involves election law and campaign finance. He has advised numerous candidates for public office, political committees, and municipal clerks on the full range of election and campaign finance issues. He has also lectured on Local Government Ethics, Pay to Play, and Campaign Finance and Election Law.

Beyond litigation, Denis regularly provides legal advice, conducts training seminars, and counsels public officials on best practices designed to avoid legal problems before they arise. His clients rely on him for guidance that is both practically grounded and protective of the public interest.
